浙江明年起施行旅游新條例

　　浙江將于2016年1月1日起施行《浙江省旅游條例》，該《條例》規(guī)定，按規(guī)定，旅游過程中未經協(xié)商的強制購物算違法。旅行社不得以不合理的低價組織旅游，不得以任何形式誘騙、強迫或者變相強迫旅游者購物或者參加另行付費的旅游項目。

　　The rules, which come into effect on Jan 1st, 2016, set rules that compulsory measures in shopping is illegal. Any travel agency cannot organize tourism at unfairly low prices. Pushing or tricking people to shop or participated in any project, which needs extra pay is not allowed either.

　　“被購物”一直是當前諸多報團旅游行程中存在的問題。此次，針對當前個別旅行社以超低價格為誘餌，行程中強迫游客購物消費等問題，《條例》作了明確規(guī)定。旅行社應以顯著的方式明示行程中購物點或收費行程。未事先約定的'，應與旅游者協(xié)商一致，另外簽訂補充協(xié)議。

　　It’s a real problem that people in tourist groups are “be shopped”. Therefore, Travel Rules in Zhejiang clearly stipulates that travel agencies have to point out “places to shop” and routes extra by a clear way, or they have to add an agreement with travelers’ approval.

　　安排的購物場所和付費項目應當是合法經營并且向社會公眾開放的。另外，如果安排的購物場所銷售的商品存以次充好，或者銷售失效、變質的商品的等等有嚴重損害旅游者權益事情，旅游者有權在旅游行程結束30日內，要求旅行社為其負責。

　　Besides, the places to shop and routes extra ought to be illegal and open to the public. Travelers also have the right to claim for compensation within 30 days after their travel if the items in agreement serious damage travelers’ rights, including inferior-quality or failure products sold in shopping spots.

　　對于旅游中的不文明行為，條例草案也有相關規(guī)定。旅游者不文明行為要被追責，而且相關記錄會由旅游主管部門按照國家規(guī)定記入游客旅游記錄系統(tǒng)。

　　In addition, travelers with uncivilized behavior must be held accountable and will be listed in traveling record system by national tourism administration according the new rules.
